POWERS WHO HAVE NOT SIGNED
THE CONVENTION.
AUSTRIA-HUNGARY.
According to a communication from the Imperial and Royal Ministry for Foreign Affairs at Vienna, dated March 11, 1913, the question of the signature of the Opium Convention, which when signed by Austria-Hungary, would be solely for humanitarian reasons, is still under discussion. As the provisions of this Convention and the relevant Austrian and Hungarian legislation must be made to agree, the adhesion cannot be declared until later.
BULGARIA.
The Minister for Foreign Affairs at Sofia informed the Minister of the Nether- lands at Constantinople under date of 6/19 August. 1912 that Bulgaria would sign the International Opium Convention. This signature has, however, not yet taken place.
GREECE.
On September 7, 1912, the Royal Ministry for Foreign Affairs at Athens informed the Legation of the Netherlands at that place that the Greek Govern- ment will not sign the International Opium Convention.
MONTENEGRO.
The Montenegrin Government has not yet replied to the repeated request of the Netherlands to sign the Convention.
NORWAY.
The Minister for Foreign Affairs at Christiania informed the Minister of the Netherlands on October 8, 1912 that the Norwegian Government, while sincerely desirous of participating in the humanitarian effort to suppress the abuse of opium and its derivatives, regretted that it was unable at present to sign the Convention because such adhesion necessitated new legislative measures. The Minister added that the Norwegian Government intended, however, to take under consideration as soon as possible the question of the adoption of new laws which would permit them to adhere to the above-mentioned Convention.
